The European Ocean Pact: A NEW Era for Protecting our Seas

Europe’s oceans are facing a critical moment. From accelerating biodiversity loss to rising levels of marine pollution, our seas are under unprecedented pressure. Recognising this urgency, the European Commission adopted the European Ocean Pact in June 2025 — a landmark initiative designed to strengthen the EU ocean strategy and bring coherence to European action for the ocean.

For organisations like Waste Free Oceans (WFO), which work to reduce waste pollution and promote circular economy solutions, the Pact represents a turning point. It aligns closely with our mission to protect the oceans by preventing waste, restoring marine ecosystems, and empowering communities worldwide.



 A Unified Framework for Ocean Sustainability

Until now, EU policies related to the ocean have been dispersed across multiple directives and sectors. The European Ocean Pact creates a unified, cross-sector approach that integrates environmental protection, innovation, security, and the sustainable blue economy.

The Pact is structured around six key priorities:

1. Restoring Ocean Health and Biodiversity

The Pact places strong emphasis on regenerating degraded habitats, expanding Marine Protected Areas, and addressing major sources of marine pollution.For WFO, whose hands-on activities remove plastics from rivers, beaches, and coastlines, this strengthened focus on prevention and restoration is essential to long-term ocean health.

2. Advancing a Sustainable Blue Economy

The European Ocean Pact supports industries that rely on the sea — including fisheries, shipping, marine energy, and tourism — in transitioning toward sustainability.This approach reinforces the importance of circular solutions, recycled materials, and eco-innovation, all of which are central to WFO’s work in promoting the circular economy and responsible production.

3. Supporting Coastal and Island Communities

The Pact acknowledges the cultural, social, and economic value of coastal regions. It introduces measures to boost resilience, safeguard livelihoods, and strengthen local economies.This vision resonates with our ongoing collaborations with coastal communities across Europe, the Caribbean, and beyond.

4. Enhancing Ocean Science, Knowledge, and Skills

Europe aims to become a global leader in ocean research, marine knowledge, and educational development. Stronger data collection, scientific monitoring, and youth engagement are essential for informed policymaking.WFO actively contributes by raising awareness, training young leaders, and supporting data-driven solutions to combat plastic pollution.

5. Improving Maritime Security

As climate change and geopolitical tensions reshape maritime dynamics, the Pact promotes coordinated action to ensure safer, more resilient seas.

6. Strengthening Global Ocean Governance

By reinforcing international cooperation and supporting global conservation efforts, the EU aims to lead the way in ocean governance and the protection of the high seas.For WFO, which operates across borders, this commitment to shared responsibility is fundamental.


 Investments and Accountability for Real Impact

The European Commission has allocated €1 billion to support the implementation of the Pact through conservation programmes, innovation projects, and actions promoting ocean sustainability.Additionally, a future Ocean Act (2027) will embed the Pact’s principles into EU law, ensuring long-term environmental and economic stability.

A High-Level Ocean Board and a public EU Ocean Dashboard will track progress, promote transparency, and strengthen cooperation among stakeholders.
